Step 1: Visit the Ministry of Road Transport and Highways' official website.
Step 2: Pick your region, then select Apply Online, and afterward choose the "Services on Driving Licence" option.

Step 4: Fill in an old driving license number, the birth date, RTO, state, and the other data carefully, then click the button that mentions Proceed.

Step 9: You must now provide a copy of your old driver's license as well as address proof. Following that, an online Fee must be submitted; for this reason, you need to consider this:
Step 10: After receiving your application number, scroll down & tick the Upload Documents box before clicking the button that mentions Proceed. Select the File, upload your document, and press the Button of Next.

If you wish to make the offline registration, the very first stage is to get a No Objection Certification / Security Clearance from the RTO where you obtained your driving license. When you wish to modify your address after getting the NOC or CC, you must travel to the local RTO.
You will require the caste certificate as well as the income certificate, just in case you do not have a valid form of identification. Along with a caste certificate, other papers such as a completed application form and address evidence must be submitted (such as ration card, voters ID, passport, water bill, and telephone bill).
