- The applicant must be a minimum of 18 years or older to obtain a learner's license for light motor vehicles in Mumbai.

How to Apply Online

- Visit the Parivahan Seva official website.
- Click on the “Online Services” to access the drop-down list.
- From the list, choose "Driving License Related Services."
- The website will redirect you to a new page where you'll need to select the state.
- Next, click on "Apply Online" and choose "New Learner's License."
- You need to read the instructions on the next page and click on "Proceed carefully."
- Fill out the form with the relevant details.
- You'll need to scan the required documents and update them on the website in this step.
- Pay the learner's license fee using your preferred payment mode.
- Pick a convenient time and date slot for the LL test.
- Visit the RTO on the scheduled slot to take your driving test.
- After clearing the test, you'll receive the LL from the RTO in a few days.

How to Apply Offline
Here's how you can go about the offline process to apply for a learning license in Mumbai:
- Visit your nearest RTO.
- Request for the LL application and other mandatory forms.
- Fill out the form correctly and attach additional documents as requested in the form.
- Submit the completed form along with a passport size photograph and documents.
- You'll also have to pay fees for procuring the learner's license in Mumbai.
- Next, applicants pick a suitable date and time to take the learning license test.
- Lastly, appear for the RTO test on the scheduled date and time. Once you clear the test, the RTO will process your license in a few days.
