What is the EV Aggregator Scheme of the Delhi Government?

- The scheme is to make awareness to adopt more EVs
- There should be driver assessment to attain the safety of riding vehicles
- As per scheme, new cars like Ola cabs, Uber, and others will be included
The EV or electric vehicle aggregator is between the power grid operator and electric vehicles. The aggregator is responsible for managing the vehicles and maintaining its smooth running and service in the electricity market. Regarding this, the Delhi government has announced a draft policy for this on 24th January. It is to inform that quick commerce service, cab aggregators, passenger transport service, and others are needed to include EVs in their fleet service and manage the rise in pricing in cab services. In addition, the drivers would be assessed to ensure the complete safety of riding the EVs. The scheme plan includes new and old vehicles and helps manage its smooth operations.

What are the considerations for electrification of the fleets?
New fleet addition
In the case of two-wheeler and three-wheeler, the sector should have a total of 10 percent of EVs in the first six months of getting the license from the Delhi Government. Soon after this, 25% of the total should be EVs, and within two years, almost half of the fleet should be included as EVs.
Addition of four-wheeler
As new additions, only 5% of four-wheelers are required in six months, and it should be 15% to one year and to reach 25% in the coming years.
However, the scheme states that any vehicle aggregator that has more than 50 vehicles to operate with requires it to comply with current rules for the service. When it comes to licensing, the driver and aggregator should have licenses and obtain them from the correct source from the transport department of the Delhi government. It is required to renew the license once a year. In addition, the scheme would offer an incentive for EVS by helping with license applications or any renewal fees for any of them.

What are the details of license and registration requirements?
- The license for the aggregators from the transport department of the Delhi government should come within one year.
- Within three months of the scheme, the drivers and vehicles should be property registration complete under the portal
- The license of the driver, registration number details, and service vehicle number are necessary for this, the scheme mainly emphasize that driver and vehicle are registered with more than one aggregator and give proper service
How to cover up for passenger's safety?
- Law enforcement - It is important to inquire about driver and experience, and one should not compromise with one's safety and check drivers for the best of journey experience
- Follow designated route - Both driver and passenger should get an instant notification if the vehicle is deviating from the directed path
- GPS in the vehicle should be functional - The aggregators are responsible for ensuring that the vehicle's GPS is working right and giving efficient feedback
- Have correct driver's identification - It is important to have details of the driver's identification and check it before hiring the person for work.
- Surge with price rise - With the help of the scheme, the main idea is to curb with price rise, and it should be more than twice the basic rate as has been rated by the head of the transport department
Take actions for complaints - If there are more than 15% complaints in a month for a driver, evaluation and strict actions should be taken for the same and help maintain the standard of service to be offered.

However, if a driver doesn't follow the rules and regulations, the person has to pay penalties for it, and accordingly, steps would be taken as per the scheme. By following the steps mentioned above as stated by the state government, it would be suitable to introduce a large number of EVs in Delhi. Therefore, it would be smooth and hassle-free for the transport department to handle it better and management service. When introducing EVs and drivers, it is better to ensure that it gets registered in quick time and it is a suitable one to offer correct service to the passengers.
In this regard, ministries are trying to ensure that they can ensure smooth implementation of the EV scheme and help boost the concept of fleet service and ride aggregators in the city. The most aggressive of all categories is the two-wheelers that have to be converted to an electric vehicles and it should get the license approved within two years. This is another motive that is part of the successful launch of the scheme.
