The government of Goa has approved the Goa Electric Mobility Promotion Policy (GEMPP) 2021 as it aims to electrify at least 30 per cent of vehicles in the state by 2025. According to a report from ETAuto, the policy will promote conversion of Internal Combustion Engine (ICE) vehicles to EVs and eyes 50 per cent electrification of ferries in the next four years. The government looks to establish Goa as a model of global standards for EV adoption supported by a robust infrastructure. The department of new and renewable energy will be responsible for the administration of the policy.

Moreover, the policy will also encourage start-ups and investment in electric mobility and associated sectors. It will play a key role in promoting service units in the EV sector such as EV and battery repair and maintenance stations, R&D, innovation and skill development. It also aims to create 10,000 direct and indirect employment opportunities in the sector by 2025.

The government will subsidise the first 3,000 two-wheelers, 50 three-wheelers and 300 four-wheelers.

The Goa government's new EV mobility policy envisages several incentives like purchase and scrapping incentives, interest subvention on loans, waiver on road tax and registration fees, a network of charging stations and swappable battery stations, and a publicly owned database of the same.

Additionally, the government will subsidise the first 3,000 two-wheelers, 50 three-wheelers and 300 four-wheelers. It will cover all classes of two-wheelers, three-wheelers and four-wheeler EVs, including passenger cars and commercial light or heavy vehicles that are either battery-operated, hybrid or plug-in hybrid models. The department of new and renewable energy will be responsible for the administration of the policy. Do note, the policy will be applicable for a total of five years from the date of its notification.
